Town Budget Worksheet — Board proposal with mill rate (June 2, 2026), adopted June 16, 2026
The town publishes its budget as a PDF. Which is to say: a picture of a spreadsheet. Finance people, bless them, will happily hand you a printout of numbers they plainly typed into Excel five minutes earlier, but the actual grid — the one with the live formulas, where you could change an assumption and watch the total move — seems to travel under armed guard. I have never quite understood the instinct to flatten a working model into a photograph of itself before sharing it.
So I keyed it back in. This is that budget, line by line1, rebuilt into a real spreadsheet with the columns and subtotals reconstituted as actual cells you can sort, filter, and total yourself. I did it because I wanted to poke at the numbers for my own purposes; having done it, there's no reason not to leave it here for anyone who'd find the same thing useful. The original PDF is included alongside it so you can check my transcription against the source.

This is my own work, hand-transcribed, and it may contain errors of every kind — typos, transposed digits, a formula pointed at the wrong cell, a row I missed entirely. It has not been reviewed or endorsed by the Town of Andover, the Board of Finance, or anyone but me.
It is offered as a convenience, not an authority. For anything that matters, verify against the official PDF and the town's own records — do not treat a number in this file as correct just because it's in a tidy cell.
